Windows 7 sata disk slow

Thanks for your feedback. NOT overclocked. Problem and diagnostics i did: 1 primary HD is extremely slow in responding. Am at my wit's end on this. Do i have a problematic motherboard? Do i have dumb drivers? Or did i do something wrong here? Any help fixing this speed problem appreciated.
